Financial Inclusion and Economic Development: A Systematic Review of Evidence from Emerging and Developing Economies

Financial inclusion has increasingly been recognized as an important driver of economic development, particularly in emerging and developing economies where significant segments of the population remain underserved by formal financial systems. This systematic review examines the existing evidence on the relationship between financial inclusion and economic development, with particular attention to access to financial services, digital financial technologies, financial usage, household welfare, entrepreneurship, employment, and inclusive economic growth. The review synthesizes findings from empirical and conceptual studies examining how expanded access to banking, credit, savings, insurance, mobile money, and digital payment platforms influences economic outcomes across emerging and developing economies. The evidence indicates that financial inclusion generally contributes to economic development by facilitating productive investment, improving household consumption smoothing, supporting small and medium-sized enterprises, increasing savings, reducing transaction costs, and expanding opportunities for income generation. Digital financial services, particularly mobile money and fintech-enabled platforms, have further strengthened financial access by reducing geographical and cost barriers. However, the review also identifies important differences across countries and population groups, with the benefits of financial inclusion depending on financial literacy, affordability, infrastructure, institutional quality, regulatory frameworks, and consumer protection. The findings suggest that financial inclusion is most effective when policies combine expanded access with responsible financial practices, digital infrastructure, financial education, and supportive regulatory institutions. Overall, the review concludes that financial inclusion can serve as a significant mechanism for promoting broad-based and sustainable economic development, although its impact is context-dependent and requires complementary socioeconomic and institutional conditions.
